Chief Financial Officer
With more than 40 years of financial, operational, and management experience, Kevin Cook is chief financial officer (CFO) of Alion Science and Technology. He began his career in 1978 at Westinghouse Defense and later joined IIT Research Institute, Alion’s predecessor organization. Kevin first joined Booz Allen Hamilton in 1986, and 10 years later, he became part owner of what is now JAMIS Software, one of the largest ERP and finance software vendors supporting government services contractors. He rejoined Booz Allen in 2003 and led various elements of the finance department, including leading the establishment of the company’s shared services infrastructure and playing a key leadership role in the company’s initial public offering. Chief Technology Officer
Todd Borkey joined Alion Science and Technology as Chief Technology Officer in 2017. As CTO, Mr. Borkey manages the company’s technology strategy, along with its developments and technical operations. Mr. Borkey is chartered to expand Alion’s business by developing new technologies and solutions which meet the changing needs of our clients. Matthew “Matt” E. Fay is the acting lead for Corporate Business Development for Alion. He has more than 37 years experience in business development, leadership and program management spanning domestic and international markets with unique focus on Protective Services, Construction, Law Enforcement Training, Intelligence Collection, and Aviation Services. Chris Soong is the Chief Information Officer and a Senior Vice President at Alion. He oversees all aspects of the Corporate Information Technology group inclusive of enterprise infrastructure, information security, collaboration solutions, application development and data analytics. With 20 years of experience in the IT industry, he is driving rapid growth and success for technology-driven corporations.
SVP, General Counsel
With a legal practice spanning more than 20 years, Brian Fisher has represented some of the nation’s most prominent defense contractors in the aerospace, intelligence, and information technology industries. His background includes experience in private practice, government service at the Office of Federal Procurement Policy, and as in-house counsel. Immediately prior to joining Alion in April 2014 as Deputy General Counsel, Brian served as general counsel and corporate secretary of Teradata Government Systems LLC (formerly part of NCR Corporation) from 2003-2014. Before practicing law, he worked at a large defense contractor for 12 years, where in his last position, he managed contracts supporting missile programs, surveillance platforms, and USAF flight-line readiness. Senior Vice President of Operations
Terri Walker-Spoonhour is the Senior Vice President of Operations for Alion Science and Technology. In this role, she is responsible for the overall health of Alion’s business portfolio to include program performance, business planning and strategy, program management training and development, performance measurement, and resource management. She was previously the Senior Vice President of Alion’s Distributed Simulation Group, where she led a business unit delivering cross-domain network engineering, cyber hardening and operations; modeling and simulation; live, virtual and constructive training; and big data analysis, cloud architecture and integrated Ai to Defense and Civilian agencies and commercial entities.
Senior Vice President
Alan Dietrich is an Alion senior vice president for Alion’s Intelligence, Surveillance and Reconnaissance (ISR) Group. In his role Alan is responsible for overseeing all aspects of Alion’s ISR and systems engineering and integration work. Alan came to Alion in late 2016, following time spent as an operating partner and senior advisor for a number of private equity firms supporting investments in the aerospace, defense, and security markets. Prior to that, he was a group president for DRS Technologies, during which he developed considerable experience in international markets, especially the Pacific Rim and Middle East. READ MORE

Todd Stirtzinger is the Senior Vice President of Alion’s Advanced Technology Group in Dayton, Ohio. Todd joins Alion with more than 30 years of experience in the Aerospace & Defense industry holding leadership roles for high technology, innovative organizations. Most recently, Todd spent five years at L3Harris (formerly L3 Technologies) serving as both a Sector and Division President responsible for the business strategy, financial performance, operational execution and growth for a broad portfolio of mission solutions including head-worn visual augmentation systems, weapon-mounted lasers and sighting devices and integrated networked systems. Senior Vice President Contracts and Procurement
Rich Fisne, Senior Vice President of Contracts and Procurement, leads a team of contracting and procurement professionals that provide support for Alion to include: negotiation, pricing, contract and subcontract administration and purchasing. With more than 30 years of experience in government contracting, his key areas of expertise include: knowledge in prime and subcontract administration, proposal preparation, legal document review, risk management, negotiations, due diligence for key acquisitions, interpretation of terms and conditions, team building and assistance with external client/customer development.
